DRR/nEa This letter responds to your October 20, : 986 appeal of this Agency's denial of documents identified in our October 3,1986 response to F01A-86-217.
The withheld documents have been re-reviewed and on the basis of.this review, I affirm the Agency's action in this matter.
The withheld portions of the document identified on Appendix B consist of names and other identifying information regarding individuals who-resigned or were terminated as the result of a drug abuse investigation at the Comanche Peak plant. Clearly, the release of this information, in addition to constituting an unwarranted invasion of personal privacy, could needlessly cause these persons to suffer embarrassment and other harms. Further, in applying the balancing tests required by the F0IA exemptions relied.on in this matter (6 and 7(c)), the privacy interests of these individuals far outweigh the public interest'in disclosure.
. Thus, the Agency's decision to withhold this material was entirely proper.
This letter represents final Agency action on your Octo.ber 20, 1986 F0IA appeal. Judicial review nf the denial of these documents is available in Federal District Ccurt in the district in which you reside, have your principal' place of business, or in the District of Columbia.
