Gentlemen:

By Mr. J.M. Taylor's (NRC/0IE) letter dated November 15, 1985 the NRC issued Bulletin 85-03 concerning motor-operated valve (MOV) common mode failures during j

plant transients due to improper switch settings. The purpose of this bulletin i

was to request licensees to develop and implement a program to ensure that switch settings on certain safety-related motor-operated valves are selected, set and maintained correctly to accommodate the maximum differential pressures expected on these valves during both normal and abnormal events within the design basis.

Toward this end, on May 16, 1986 Duke submitted a report (as directed by the bulletin) outlining our plan to accomplish the requested program for the McGuire, Catawba, and Oconee Nuclear Stations by November 15, 1987.

Subsequently, my November 20, 1986 letter discussed a Duke Power Company commit-ment to an expanded scope for our Motor Operated Valve (MOV) improvement program.

The scope change included all safety-related MOV's

that are required to be tested for operational readiness at our McGuire, Catawba, cnd Oconee Nuclear Stations rather than just the Bulletin 85-03 identified MOV's.

In the November 20, 1986 letter Duke stated that a schedule for completion of the cperability verification on all of the safety-related MOV's would be submitted i

after assessing the actions, priorities, and resources required to meet this commitment. Accordingly, Attachment 1 is a schedule of the time required to

- complete the operational verification program on all safety-related MOV's for each unit. This schedule is based on the following factors:

The large number of safety related MOV's (Oconee, approximately 300; McGuire, approximately 514; Catawba, approximately 540).

The inaccessibility of most M0V's except during refueling outages (RFO).

Because of the factors above, McGuire and Catawba will require five RFO's per unit and Oconee three RFO's per unit to complete a comprehensive program to ensure safety-related MOV operability is maintained for the life of the station.

An earlier commitment to complete all actions required by Bulletin 85-03 was contained in the May 16, 1986 submittal, which stated that every effort would be made to implement these required actions on the applicable valves by the bulletin required date of November 15, 1987. That commitment, however, was based on the assumption of using existing test equipment to verify the output torque capability of each Roturk actuator and re'ating that output to the actual performance when installed on the valve. Duke now feels, based on limited test results, that improved signature test equipment is needed to analyze the valve and actuator as a unit rather than separately. For that reason Duke has in the process of develop-ment and testing, new in-house equipment that will enable Rotork actuated valves to be tested as a unit in the same manner as Limitorque actuated valves. This equipment is presently not available, however, and since there exists no commer-cially available equipment to do Rotork testing in both the open and closed direction, Duke requests an extension of our commitment plans for implementing the Bulletin 85-03 required actions. This extension is applicable to our McGuire and Catawba Nuclear Stations which have primarily Rotork actuators. Oconee Nuclear Station plans to meet the original commitment schedule. Attachment 2 is a summary of the revised implementation schedule which is generally an extension of one refueling outage. These matters and the requested extension were discussed with Mr. George Schnebli of NRC Region II on February 3,1987.

Duke Power Company plans to adhere to this revised schedule unless informed otherwise. The submittal of the bulletin required report (s) following completion of the program on each unit will be adjusted acenrdingly.

Duke Power is committed to a program that will improve the reliability of our motor operated valves and increase our confidence in their operability under all design conditions. Over the past two years Duke has committed substantial re-sources for research and development, shop testing, design review, equipment procurement, procedure review, and field implementation. The above schedule is a conscientious, yet achievable goal that will enable us to efficiently implement a quality MOV program.
