Dear Mr. Denton:

Section 1 of Attachment (A), to Reference (a), reiterated Commonwealth Edison's approach for establishing fire protection measures to the equipment removal hatches located at elevation 426',

near 12-Q and at elevation 364', near 18-N in the Braidwood Auxiliary Building.

This matter had originally been an NRC concern during the August, 1986 fire protection audit and had been tracked via open items K-3 and K-18, respectively.

During a teleconference with members of your staff on January 14, 1987, we were informed that our design for covering the two equipment removal hatches at Braidwood was not acceptable.

Pursuant to that teleconference, Commonwealth Edison Project Engineering (PED) and Sargent & Lundy (S&L) have evaluated various alternate means of fire protection for the hatches.

PED and G&L have agreed to implement a design change which would provide six inch thick removable concrete slabs for these hatches.

These concrete slabs would also be caulked in place with a fire resistant type of caulk.

The six inch concrete slabs would effectively provide a three hour rated barrier in the hatchway opening even though the floors where the hatchways are located'are not required as a three hour barrier.

During the teleconference it was indicated that concrete plugs would be an acceptable solution for sealing these hatches.

-, Commonwealth Edison proposes to complete the design and installation work for the hatchway at elevation 426' by Commercial service of Braidwood Unit #1.

We further propose to complete the installation of the concrete plugs for the hatchway to elevation 364' prior to Fuel Load of Braidwood Unit #2.

We are requesting a deferral of the installation at elevation 364' to enable the Commonwealth Fiison Project Construction department at Braidwood to use this hatchway on a continuing basis for equipment access for the completion of construction of Braidwood #2 (the hatchway is located on the Unit #2 side of the Auxiliary Building).

Commonwealth Edison station personnel have already implemented hourly fire watches as a compensatory measure until the hatchways are sealed.

Furthermore, Commonwealth Edison agrees to take compensatory measures in the future if it becomes necessary to remove the concrete plugs.

This is being submitted to you for your review and acceptance.
