SUBJECT:

PROPOSED EARTH SCIENCE SEISM 0 TECTONIC RESEARCH PROGRAM PLAN FOR THE SITING OF AN HLW REPOSITORY {

Enclosed is the proposed research program to define the earth science issues we believe necessary to support licensing positions and actions in the siting and design of geologic repositories for the disposal of high-level radio-active wastes. The program focuses on generic and regional issues under the broad' heading of tectonics. Research topics within the sub-fields of seis-mology, neotectonics, and engineering / rock mechanics are explained and outlined.

The goal of the program is to provide needed infomation, not currently available, to assist and provide guidance in making licensing decisions in assessing long-term performance capabilities of proposed repository sites with respect to seismotectonic issues.

While much of this research may be done by the applicant, some NRC-sponsored research on the same topics will be necessary to provide an independent data base to evaluate the applicant's research results, and their conclusions in the license application.
