PROGRESS REPORT This progress report is prepared in response to the Licensing Board's " Memorandum and Order (Progress Report and Notice of Available Documents)" dated June 6,1986. 1. REVIEW OF REVISED PORTIONS OF CPRT PROGRAM PLAN Applicants have submitted six new or revised sections to the CPRT Program Plan since' SSER 13 was issued. The review progress for those not accepted to date is as follows: (a) ISAP VII.a.9, Receipt and Storage of Purchased Material and Equipment.. Receipt of Revision O of th:,s ISAP was noted in the Staff's First Progress Report. Revision I ~ to this ISAP was transmitted by Applicants' ' letter dated 10-17-86 in response to NRC letter of July 31, 1986 ~ and NRC Region IV comments. Review not yet begun. (b) CPRT Program Plan, Appendix E (Rev. 2), CPRT Procedure for the Resolution of Discrepancies Identified by the CPRT. Receipt of this Appendix was noted in the Staff's First Progress Report. PROGRESS OF REVIEW OF ISAP RESULTS REPORTS To date, twelve results reports have been submitted. Progress over this period has been limited due to significant resource constraints-- both funding for contractor assistance and other matters within NRR of higher priority. The current status of each ISAP is as follows: I.a.3 Request for additional information still in preparation. I.a.4 Evaluation is almost complete. I.e.5 Review not yet started. I.b.3 Evaluation ready for final review. II.b Review efforts are complete. Evaluation to be written. III.a.4 This ISAP has been reviewed. Evaluation to be written. III.d Evaluation in final review process. I.d.2, Recently received. Review not yet I.d.3 started. VII. a. 4 Request for additional information is being prepared. Awaiting contractor ~ funding. 3. IE' INSPECTION OF TERA DESIGN ADEQUACY PROGRAM The Design Adequacy Program (DAP) is covered in DSAPs VIII through XI, and includes both self-initiated and external source issue reviews. Durin'g May and July 1986, IE inspected TERA's in-process reviews under these DSAPs. For self-initiated programs, IE has begun its evaluation of the representativeness of the review samples and the depth and adequacy of TERA's reviews. For TERA's third-party overviews of external source issues, IE evaluated (1) issue identification and method of resolution and (2) assurance that licensing commitments, codes and standards, as well as externally identified issues, are addressed in analysis procedures. Inspection Report 50-445/86-18, 50-446/86-15 dated September 0, 1986, covers the review to date of DSAP X (mechanical systems and components). An inspection report is being prepared for the IE review to date of DSAPs VIII, IX, and XI. IE reviewed the implementation of TERA's DAP Quality Assurance Program and issued Inspection Report 50-445/86-17, 50-446/86-14 dated September 10, 1986. Future IE inspections will focus on evaluating third-party overviews of the development and implementation of corrective actions resulting from both external source issues and the self-initiated program. The schedule for these inspections is dependent on the CPRT schedule for corrective actions, which, as indicated in the Applicants' September 30, 1986 Progress Report is indeterminate since "until action plans are completed, no complete catalog of the corrective actions that may be required ~can be formulated."
4. REGION IV PROGRESS
- A Region IV's frispection of the CPRT Program and Issue-Specific Action Plan implementation continues to be conducted in the following three areas:
Results Reports and Issue-Specific Action Plans (ISAPa) o ISAP VII.c Construction Reinspection / Documentation Review Plan o CPRT Onsite QA/QC Activities o As noted in the Staff's First Progress Report,. Region IV's completion of inspection activities related to the results reports and ISAP VII.c is dependent on the CPRT schedule. Region IV has completed approximately l 75% of the planned inspection of the ISAP VII.c construction reinspection activities. Region IV inspections of ISAP VII.c continue to concentrate on the Evaluation Research Corporation (ERC) overview inspections and documentation reviews. The status of the Staff's review of allegations is unchanged from the s First Progress Report. II. ANNOTATED BIBLIOGRAPHY The following annotated bibliography is a computer-generated report prepared from the NRC's document control system.
