APPLICANTS' VIEWS CONCERNING THE PRESENT ROLE OF CYGNA On September 9, 1986, the Board issued a Memorandum and Order concerning " Questions About Cygna's Continuing Role".

Therein the Board directed the Applicants to file a statement of their views concerning the present role of Cygna, covering the subjects discussed in the Board's memorandum on or before September 26, 1986.

Subsequently, on request of the Applicants an extension of this deadline was granted to October 27, 1986.

Herein Applicants respond to the Board's order.

i The present role of Cygna is as follows:

It is currently contemplated that Cygna will complete Phase IV of its effort and will issue its report in connection therewith in or about. March of 1987.

All Cygna activities will be conducted pursuant to.the still-in-force protocol governing its relations with the Applicants.

It is further contemplated that the final Phase IV Report will set forth Cygna's then-extant views as to whether the then past, present and contemplated activities of CPRT and other entities involved in the reverification programs (e.g.

Stone & Webster, Ebasco/Impell), have resolved, or, in the case of then still contemplated matters, will-resolve, the various concerns of Cygna.

It is contemplated that Cygna will express its views as to whether root causes and generic implications of its concerns have been, or will be, adequately addressed.

The Cygna report will be a public document available for such appropriate use as the Board or any party might wish.

Determination of the future role, if any, of Cygna after issuance of the Phase IV report must abide that event.
