REQUEST FOR ADDITIONAL INFORMATION REGARDING RESPONSE TO GENERIC LETTER 96 EDWIN 1. HATCH NUCLEAR PLANT, UNITS 1 AND 2 (TAC NOS. M97478 AND M97479)

Dear Mr. Sumner:

By letter dated January 27,1997, Georgia Power Company and Southern Nuclear Operating Company, Inc. (SNC) submitted its 120-day response to Generic Letter (GL) 96-06, " Assurance of Equipment Operability and Containment Integrity During Design Basis Accident Conditions." The submittal addresses the issues of water hammer, two-phase flow and thermally induced pressurization of piping runs penetrating the containment for the Edwin I. Hatch Nuclear Plant, Units 1 and 2.

In its submittal, SNC identified three pipe lines penetrating the containment that are susceptible to thermally induced pressurization and were evaluated for operability for each unit. These lines are associated with penetrations for the residual heat removal shutdown cooling suction line, the drywall floor drain sump discharge line, and the drywall equipment drain sump discharge line. SNC further committed to complete the appropriate corrective actions for these pipe lines prior to the restart from the spring 1997 refueling outage for Unit 2 and during the fall 1997 outage for Unit 1.

In order for the NRC staff to complete its review of SNC's response to GL 96 06, additionalinformation is needed regarding your evaluation of these pipe lines. Therefore, we request that you provide summaries of your evaluations of the above mentioned three pipe lines penetrating the containment for each unit. The summaries should describe the method of analysis, including the assumptions used in the analysis, and the results. You should provide fabrication drawings of the piping sections evaluated and discuss how the criteria used for the evaluations meet the licensing basis criteria for the Hatch f acility. You should also provide the schedule for the completion of any modifications that may be required.
