SAFETY CONSClOUS WORK ENVIRONMENT AT THE ZION STATION

Dear Mr. Manning:

Previously, on July 22,1997, I wrote to Mr. Thomas Maiman informing him of the increased number of allegations received from Zion station personnel regarding a " chilled" environment, or the fear ar.ong employees of retribution for rrising safety concerns, and requesting a meeting on this subject. That meeting was originally scheduled for September 24,1997, but has been rescheduled to October 2,1997.

As you know, I recently met with a group of operators from Zion station at their request.

Through that meeting, I obtained significant insights into the operators' views of the work ent;ronment in place at Zion station. Fwther, since the July 22 letter, we have continued to receive information from site employees which creates additional concern regarding a chilled environment. We are concerned that employee perceptions regarding fear of retribution for rais!ng safety concerns may exist station-wide, which leads us to conclude that more aggressive efforts will be needed to resolve this concem.

In light of the importance in creating and perpetuating a safety conscious focus throughout a nuclear organization, I am requesting that you specifically address during our upcoming fp meeting the program you have in place to ensure that concerns identified by employees, including licensed and non-licensed operators, are appropriately dispositioned. Your discussion should include both short-term actions you have taken or will take, including any third party assessments, as well as longer term evaluations you plan to ensure the viability of your program.
