PARTIAL MEASUREMENT OF PWR SPENT NUCLEAR FUEL INVENTORIES
Dear Mr. Haskins:
This is in response to your July 26,1999, letter concerning partial measurement of pressurized water reactor (PWR) spent nuclear fuel inventories for burnup properties and independent measurement instrument approval. For your information, I have enclosed a copy of the Spent Fuel Project Office's Interim Staff Guidance (ISG) - 8, Revision 1, "Burnup Credit in the Criticality Analysis of PWR Spent Fuelin Transport and Storage Casks." ISG-8 Revision 1 contains information relevant to the issues you discuss in your letter concerning independent measurement of spent fuel burnup properties and the U.S. Department of Energy " Topical Report on Actnide-Only Burnup Credit for PWR Nuclear Fuel Packages (DOE /RW-0472 Rev. 2).
With regard to your request that the staff review and comment on your company's " Fuel Monitor" instrument design and plans for partial measurement of fuel burnup properties, the U.S. Nuclear Regulatory Commission has no regulatory basis to review and approve such submittals as stand-alone documents. However, we believe that your company's products may be of interest to the commercial nuclear industry. Therefore, by this letter, I am forwarding a copy of your letter to the Nuclear Energy Institute for industry consideration.
