August 27, 1986 VP-86-0119 Mr. James G. Keppler Regional Administrator Region III U. S. Nuclear Regulatory Commission 799 Roosevelt Road Glen Ellyn, Illinois 60137
Dear Mr. Keppler:
Reference:
1)
Fermi 2 NRC Docket No. 50-341 NRC License No. NPF-43 2)
Letter, Detroit Edison to NRC, "NRC IE Bulletin 81-03", May 21, 1984
Subject:
Changes to the Fermi 2 Corbicula Bonitoring Program Reference 2 transmitted a general description of the inspection program to be followed to determine the presence of Corbicula.
This letter is to inform you of two changes to that program.
We are changing the frequency of inspection of the inlet and outlet water boxes of our main condenser from
" scheduled outages" to " Inspect (during the next scheduled outage) if Corbicula are detected in the Circulating Water Fump Fouse (CUPH)".
As you may be aware the CHPH has been, and will continue to be, sampled every Spring and Fall.
Furthermore, our Corbicula Monitoring Implementation Plan also requires that the inlet and outlet water boxes of the Main Condenser be inspected "If performance decreases significantly".
This change is consistent with our approach to inspecticn of components served by our General Service Water and Residual Heat Removal Service Water systems, i.e.: selected compcnents from those systems are inspected for Corbicula 1) if opened for routine maintenance, 2) if heat exchanger performance decreases significantly, and 3) if Corbicula is detected in their source water, kodO30256860027 DOCK 05000342 SEP 3 N06 hD G

The second change is to the frequency of inspection of our fire protection system.
He are changing the freauency of inspection from
" annually (fall)" to "every 18 months" to be consistent with existing nuclear operations surveillances which require that this system be flushed every 18 months.
Our aquatic biologist has reviewed these changes and determined that they will not impact the effectiveness of our program nor own compliance with the guidance of IEB 81-03 and UUREG/CR 3054.
Please contact Mr. James Kepus, our Environmental Programs Coordinator, at (313) 586-4286 if you have any questions.
Sincerely, cc:
