Dear Chairman Smyshliaiev:
Thank you for your letter of April 16,1999, to former Chairman Shirley Ann Jackson inviting the Nuclear Regulatory Commission (NRC) to participate in the International Consultative Committee of Regulatory Bodies (ICC) that is being established to advise you on licensing and safety issues associated with the Shelter implementation Plan (SIP). I sincerely regret that our response to you has been so long delayed.
The NRC fully supports efforts being undertaken to achieve closure of Chemobyl by the year 2000, including the SIP. I recognize that regulatory and safety oversight of SIP activities will be both unique and challenging, somewhat parallel to the situation that confronted the NRC after the accident at Three Mile Island.
Based on the understanding that the Chernobyl Shelter Fund will provide funding for member participation, I am pleased to nominate Mr. David J. Lange to represent NRC on the ICC. A mechanical / industrial engineer with over 25-years experience in the operation and regulation of nuclear power plants, Mr. Lange is currently a Senior Regional Coordinator and international Program Manager in the NRC's Office of the Executive Director for Operations.
I am confident that Mr. Lange and the NRC can make a positive contribution to your SIP oversight responsibilities through the ICC. The NRC looks forward to working with you in this important endeavor.
