,u ATTAC}NENT I As a result of the inspection conducted on October 20-24,1986, and in accordance with the General Statement of Policy and Procedures for NRC Enforcement. Actions,10 CFR Part 2, Appendix C (Enforcement Policy 1986), the following violation was identified:

Section 6.9.5.2 of the Unit 1 Technical Sp(cifications states that "The radioactive effluent release report to be sabmitted 60 days after January 1 of each year shall include... an assessment of the radiation doses from radioactive liquid and gaseous effluents to individuals due to their activities inside the site boundary during the report period."
Contrary -to the above, the report submitted on February 28, 1986 did not include an assessment of doses from effluents to individuals due to their
' activities inside the site boundary.
Response to Violation A On January 27', 1987, GPUN submitted letter no. 5211-87-2012 which identified and corrected this violation.
The following is the excerpt from that letter which applies to this violation response.
Technical Specification 6.9.5.2 requires in part that "This same report shall also include an assessment of the radiation doses from radioactive liquid and gaseous effluents to individuals due to their activities inside the site boundary (Figures 5-3 and 5-4) during the report period." This wording which identifies individuals was submitted and approved based on Rev. O of NUREG 0472. Subsequently, Rev. 2 of NUREG 0472 clarified individuals to mean members of the public. This is consistent with NUREG 0133, Section 2.2 definition of unrestricted area.
GPUN, as an oversight, has not been addressing this requirement.
It is the determination of GPUN that the term individuals is interpreted to mean members of the public. TMI-1 has no areas inside the site boundary that are open to members of the public.
Based on the above, the following should be added to the referenced Semi Annual Effluent Report.
"TMI-1 Tech. Spec. Section 6.9.5.2 requires an assessment of the radiation i

Individuals is construed to mean members of the pubitc.
Since the public does not have unrestricted access to TMI-1, no assessment of dose is applicable."
