Dear Mr. Denton:

Georgia Power Company, acting on its own behalf and as agent for Oglethorpe Power Corporation, Municipal Electric Authority of Georgia, and the City of Dalton, Georgia, hereby submits Amendment 26 to the Vogtle Electric Generating Plant (VEGP) Final Safety Analysis Report (FSAR).

This amendment consists of revisions to Chapters 13,14, and 17 of the FSAR which document changes to the CPC organization. These changes were discussed with your staff during their corporate site audit conducted on September 9 through 12, 1986. Section 13.2, Training, has been changed to address the open items presented in Supplement 2 to the SER. The changes to the training program were previously sent to your staff by GN-1089 dated September 26, 1986 and reflect your staff's comments as discussed by telephone on October 3, 1986. Also included are instructions for inserting the Amendment 26 FSAR changes.

In accordance with the requirements of 10 CFR 54.30(b) and (c), three (3) signed originals and sixty (60) copies of Amendment 26 are submitted for your
