NRC INSPECTION REPORT 99901320/97 J4D NOTICE OF NONCONFORMANCE -

Dear Ms. Wirries:

This letter addresses the mspection of your facility at Idaho Falls, Idaho, conducted by Bill Rogers and Robert Pettis, of this office on August 19 -21,1997, and the discussions of their findings with John McGimpsey, Cheryl Allen, and other members of your staff at the conclusion of the inspection.

Areas examined during the inspection and our findings are discussed in the enclosed report. This inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector.

During this inspection it was found that the implementation of your Quality Assurance (QA) program failed to meet certain NRC requirements. It was determined that NUS Instruments, Inc.,

(NUS) did not adequately document the corrective actions taken to prevent recurrence of the inadequate soldering identified in modules shipped to Nolic Service Gas & Electric in the July 1995 to July 1996 time period. In addition, NUS did not take corrective actions for an extended period of time following the identi5 cation ofless than acceptable work quality in the area of Quality Control inspection. The specific findings and references to the pertinent requirements are identified in the enclosures of this letter.

Please provide us within 30 days from the date of this letter a written statement in accordance with the instmetions specified in the enclosed Notice of Nonconformance. We will consider extending the response time if you can show good cause for rs to do so.

The responses requested by this letter and the enclosed notice are not subject to the clearance 4 "/ '
