" Technical Specification 3.7.6-Control Room Emergency Makeup Air and Filtration Subsystem" North Atlantic Energy Service Corporation (North Atlantic) has enclosed herein License Amendment Request (l.AR) 97 05. License Amendment Request 97 05 is submitted pursuant to the requirements of 10 CFR 50.90 and 10 CFR 50.4.

1.icense Amendment Request 97 05 proposes a change to Technical Specification 3.7.6 " Control Room Emergency Makeup Air and Filtration" and its assoc:ated ilASES. The proposed change separates the requirements for the Control Room IIVAC System related to the operation of the Control Room Emergency Makeup Air and Filtration System Subsystem and the Control Room Air Conditioning

- Subsystem. The technical speciucation changes are consistent with the requirements of NUREG 1431, Standard Technical Speci0 cations, Westinghouse Plants. previously, Technical Speci0 cation 3.7.6 contained the requirements for both the Control Room I!mergency Makeup Air and Filtration Subsystem \

and the Control Room Air Conditioning Subsystem. \

North Atlantic requests that LAR 97-05 be reviewed on an expedited basis to facilitate the implementation of design enhancements to the Control Hoom Air Conditioning System that will improve h system maintainability and reliability. Review and approval of LAR 97 05 is requested before /

November 7,1997 to support the implementation of design enhancements in early November.

LAR 97 05 has been reviewed and approved by the Station Operation Review Committ:e and the Nuclear Safety Audit Review Committee.

As discussed in LAR 97 05,Section IV, the proposed change does not involve a signi0 cant hazard consideration pursuant to 10 CFR 50.92. A copy of this letter and the enclosed LAR have been forwarded to the New ilampshire State Liaison Omcer pursuant to 10 CFR $0.91(b).

North Atlantic has detennined that LAR 97 05 meets the criteria of 10 CFR 51.22(c)(9) for a categorical exclusion from the requirements for an Environmental Impact Statement (see Section VI enclosed).
