Attached is the VEGP response to the referenced letter. The attached policy statement provides an amplification of what is presently in paragraph 13.1.2.2.2 of the VEGP FSAR and proposed Technical Specifications and does not represent a modification to the existing STA program.

ATTACHMENT VEGP POLICY STATEMENT ON ENGINEERING EXPERTISE ON SHIFT (RESPONSE TO G.L. 86-04) 1.
Currently Planned Program and Position:
Plant Vogtle plans to address the concern for providing engineering expertise on shift by either having a VEGP certified STA on shift with an Operations Supervisor (SR0),le's or a dual role SR0/STA on shift.
This policy is reflected by Vogt minimum shift requirements contained in Plant Technical Specification Table 6.2-1 (as submitted to NRC by Vogtle Project letter GN 821 dated 02/28/86) and Operations Procedure, " Manning The Shif t".
The STA position has duties assigned that make the STA an integral part of the operating crew which enhances the STA's effectiveness providing engineering and accident assessment advice in the event of abnormal or accident conditions.
Some of these
- duties, as listed in Operations Procedure,
" Conduct Of Operations" are:
a.
Provides engineering expertise during operational emergencies to assist the On Shift Operations Supervisor (OSOS) and Shift Supervisor in assessing the status of the plant and assisting in implementing E0Ps or A0Ps.
b.
Prepares Reactor Trip Reports and assesses the status of the plant following a reactor trip.
c.
Assists in implementing Operation Surveillance Procedures, and evaluating results.
d.
Functions as relief for the OSOS or a Shift Supervisor when required.
e.
Assists in evaluating clearance requests, work orders, and RWPs.
2.
STA " Equivalency" Criteria:
Vogtle. currently requires that STAS have a B. S. Degree in Engineering or a related science.
3.
Program Modifications Due to Changes in Commission's Policy Statement:
Vogtle plans to make no changes to our STA program, i.e., crew manning and qualifications, as a result of the Commission's Policy Statement.
