Dear Dr. Brown:

GA Technologies Inc.

(GA) has a contractual obligation with the Indonesian Atomic Energy Agency to supply 250 grams of U-235, contained in 270 grams of uranium enriched to 93.2% maximum.

The U-235 is for a radioisotope and radiopharmaceutical plant sited near

Jakarta, Indonesia.

The uranium will be in the form of U,0 powder and will be g

exported under GA's NRC Export License No XSNM02dO3.

GA has arranged for the procurement of the 250 grams of U-235 from the Department of Energy's Oak Ridge, Tennessee facility.

The material will be shipped from Oak Ridge to GA in a tamper sealed 30-gallon DOT-6M shipping container for transshipment (export) to Indonesia.

Inasmuch as there will be no processing of this material at GA and it will be main-tained under tamper safe seal for transshipment, we hereby request that this material be exempted from the measurement requirements of 10 CFR 70.58(3) and of Section 3.1 of our Fundamental Nuclear Material Control Plan.

We discussed our need for the requested exemption with Mr. Don Joy during his visit to GA on October 9 and 10, 1986.

We talked again with Mr. Joy by telephone the following week and he indicated that if we requested a one-time exemption for this specific circumstance, it should meet with NRC approval.

We are hopeful of meeting a March 1, 1987, date for the export of the 250 grams of U-235 to Indonesia.

Therefore, your early approval will be most appreciated.
