MEMORANDUM On June 6,1986, by Memorandum And Order designated CLI-86-11, the Commission ordered the imediate initiation of a hearing on the results of the emergency plan exercise for Shoreham conducted by Federal Emergency Managemert Agency. The Chief Administrative Judge, on June 10, 1986, designated the prior Licensing Board sitting on emergency planning issues to continue sitting on the exercise matter. The purpose in our writing to you is to arrange for getting the hearing underway.

The first order of proceeding is to schedule a prehearing conference to consider the matters that will be at issue, the procedures 6

to be employed and the setting of schedules, as well as any other topics customarily reviewed before commencing a hearing. The parties will be 8606130165 860611 PDR O

expected to contribute to the agenda and make known to all in advance of the hearing their areas of interest.

Prior hear.ing commitments of Licensing Board members do not allow for holding the'prehearing conference during the weeks beginning June 23 and June 30, 1986. That leaves immediately available from the Licensing Board's standpoint a conference at Bethesda, Maryland during the week of June 16, 1986. If this is not feasible, the conference should then commence there no later than early in the week of July 7.

The parties are requested to hold a telephone conference to work out a conference date and to report back to the Licensing Board through a spokesperson, as soon as possible, the results achieved.
