REQUEST' OF THE SIERRA CLUB FOR PERMISSION TO ENTER UPON LAND OWNED OR CONTROLLED BY PACIFIC GAS AND ELECTRIC COMPANY DATED OCTOBER 17, 1986 Pursuant to 10 CFR Section 2.741, the SIERRA

CLUB, as intervenor in the above referenced case, requests permission to enter the grounds and buildings of the Diablo Canyon Nuclear Power Station for the purpose of inspecting the high density spent fuel racks proposed for use in the spent fuel pools of Units 1 and 2.

The inspection shall take place on Wednesday, November 19, 1986, unless an earlier date is mutually agreed upon by the Sierra Club and PG&E.

The inspection team shall consist of no more than six (6) individuals to be chosen by the Sierra Club.

The inspectors will make photographs and measurements of the high density racks in such a way as to avoid all possibility of damage to the racks.

Ladders or other equipment shall be used as needed to measure and photograph the girdle bars and the upper parts of the racks.

PG6E is requested to provide, no later than Monday, November 17,

1986, the name and telephone number of a

responsible representative of the Company to serve as liason with the inspection team.

SIERRA CLUB'S INTERROGATORIES AND REQUEST FOR PRODUCTION OF DOCUMENTS TO THE APPLICANT, DATED OCTOBER 17, 1986 The SIERRA CLUB. requests the Applicant, Pacific Gas and Electric Company, to answer the. interrogatories set forth below.

INSTRUCTIONS

1) Each interrogatory is to be answered separately and fully in writing under oath or affirmation by the officer of, employee of, or consultant to the Applicant who has personal knowledge thereof.

In case of an objection, the reasons for the objection shall be stated in full.

Requests involving

" records and documents" shall be understood to refer to any

books, papers,
articles, letters,

programs, technical studies, or other documentary materials relating to the subject (s) of the interrogatory which are known to any officer of, employee of, or consult' ant to the Applicant.

Requests involving references to the behavior of spent fuel racks refer to behavior induced by postulated seismic excitations such as the postulated Hosgri Event.

8) References to longer works such as the SER, the FSAR, the Reracking Report, etc.,

should refer to section numbers or other specific identification."

Pursuant to the schedule set forth in the order of the Atomic Safety and Licensing Board of August 28,

1986, answers to these interrogatories are due November 6, 1986.
