SUBJECT:
STAFF REQUIREMENTS - SECY-99-193 - COST ESTIMATES FOR COMPLETION OF FORMERLY TERMINATED NRC LICENSED SITES PROGRAM The Commission has approved of the staffs recommendation to submit the General Fund appropriation, described in SECY-99-193, to the Office of Management and Budget as part of the FY.2001 budget request.
i The stakeholder views concerning the use of the General Fund appropriation for this program should be included as a supplement to the legislative package proposal to ensure that OMB and Congress are aware of our stakeholder concerns and support.
Modify Figure G.1, criteria 4, so that it reads 'Less than 25 mrem /yr-startdard limit applied?'
The staff should provide a copy of SECY-99-193 and the Commission's direction on it to the commenters, since there were relatively few of them, in lieu of issuing a second Federa/
Register notice.
l SECY-99-193 does not set forth or analyze the issues that would need to be considered before i
the Commission could propose legislation aimed at facilitating the cleanup of sites in non-Agreement States. The staff needs to explore various options to make funds available to j
complete remediation at those few sites where adequate funding is not available and when the site would not qualify for cleanup by the Environmental Protection Agency. Accordingly, the staff

should develop a new paper on these issues, to include funding options, for the Commission's l
l consideration.
