This report contains the highlights of the Fort St. Vrain, Unit No. 1, activities operated under the provisions of the Nuclear Regulatory Commission Operating License DPR-34. This report is for the month of September 1986.

1.0 NARRATIVE

SUMMARY

OF OPERATING EXPERIENCE AND MAJOR SAFETY RELATED MAINTENANCE The reactor remained shutdown during the entire month of September for Environmental Qualification modifications.

During the month of September, a reanalysis of FSAR Sections 10.3.9 and 14.4.2.2, Firewater Cooldown Following a Design Basis Earthquake, determined that insufficient firewater flow would be available to the Evaporator Economizer Superheater (EES) sections of the steam generators to maintain reactor temperatures below those shown in FSAR Figures 14.4-6 through 14.4-8. A Four Hour Non-Emergency Event Report was made to the Nuclear Regulatory Commission on September 17, 1986. This condition will be investigated and reported to the Nuclear Regulatory Commission in Licensee Event Report #86-026.

On September 21, 1986, a reactor building sump release was performed without being continuously sampled. This is a condition prohibited by Technical Specifications and will be investigated and' reported to the Nuclear Regulatory Commission in Licensee Event Report #86-027.
