The nature of is such that it reveals personnel information, the public disclosure of which would constitute a clearly unwarranted invasion of personal privacy. Accordingly, pursuant to 10 CFR 2.790(a)(6), LHC requests that Attachment I be withheld from public disclosure in its entirety.

An affidavit supporting LHC's request that Attachment I be withheld from public disclosure is enclosed. (Enclosure 1). LHC, honver, has no objection to the placement of this cover letter in the NRC Public Docuraent Room.

- ENCLOSURE 1 AFFIDAVIT IN SUPPORT OF REQUEST THAT INFORMATION BE WITHHELD FROM PUBLIC DISCLOSURE I, John W. Beck, being duly sworn, depose and state:

I am the President of Little Harbor Consultants, Inc. and Team Leader of the Independent Third Pany Oversight Program at the Millstone Site of Northeast Nuclear Energy Company. I make this affidavit in support ofLHC's request that Attachment I to LHC's letter of September 15,1997, be withheld hom public disclosure pursuant to the provisions of 10 CFR 2.790(a)(6).

Attachment I contains information related to the circumstances of actions taken against individuals by NNECo that may be used in making personnel decisions, the public disclosure of which would constitute a clearly unwarranted invasion of personnel privacy.

3.

The circumstances of personnel actions taken against individuals is customarily treated in strict confidence by NNECo.

4.

For the reasons stated in paragraphs 2 and 3 above, it is appropriate to withhold Attachment I to LHC's September 15,1997, letter from public disclosure pursuant to the provisions of 10 CFR 2.790(a)(6).
