Dear Mr. Miraglia:
Pursuant to Toledo Edison discussions with Mr. A. W.lDeAgazio of your staff on June 4,,1986, the following items have ' een' identified as cabait-b ments previously made by Toledo Edison in various meetings with your c aff. Several items that will be completed before plant restart remain:
(1) Toledo Edison will have completed inspection adjustment and testing of all nuclear safety relcted motor operated valves in acecrdance with Davis-Besse' Nuclear Engineering Procedures NEP-091 and NEP-092.
(2) The agreed upon portions of modifications for Human Engineering Discrepancies, lied Nos. 5.1.009, 9.2.005, 9.2.020, 4.1.004, 5.1.006 and 9.2.047; (3) Additional training of control room operators with regard to modifications to correct HED Nos. 9.2.001, 9.2.033, 5.1.007, 9.2.004, 9.2.020 and 9.2.043; (4) Confirmation that good human factnrs were followed in implementing modifications for HED Nos. 5.1.009, 9.2.020, 5.1.006, 9.2.047, and 9.2.043; and (5) In addition to previously identified testing, Toledo Edison will perform resistance measurements frem channel sensor common to all isolated commons in the other SEAS channels and to instrument ground.

Serial No. 1280 June 6, 1986 Page 2 Several issues will be resolved after restart:
(1) Special control room studies and associated modifications committed to be completed during the fifth refueling cutage; (2) Provide documentation of the results of the National Board of Boiler and Pressure Vessel Inspectors tests relating to the main steam safety valve inlet configuration pressure losses. Documentation shall be submitted not later than 90 days following restart.
(3) Provide a plan for routine inspection at each refueling outage for j
the main steam safety valves. The plan shall be submitted no later than 90 days following restart.
(4) Propose, not later than 90 days after restart, an amendment to the Technical Specifications requiring turbine stop valve closure time no greater than 1 second.
(5) Submit, not later than 60 days after restart, proposed Technical Specifications for the motor-driven feed pump similar to those applicable to the auxiliary feedwater pumps.
(6) Submit for review, not later than 90 days after restart, a comprehensive reliability study of the AFWS.
(7) Submit all other outstanding information related to the detailed control room design review. The schedules previously proposed in Serial No. 1241, dated February 13, 1986, shall be maintained.
This letter is being submitted pursuant to the requirements of 10CFR50.54(f).
