OPERATOR LICENSING EXAMINATION REPORT 50 346/97308(OL)
Dear Mr. Wood:
On July 10,1997, the NRC completed initial operator licensing examinations at your Davis
Besse Nuclear Power Station (DBNPS). The license applicants' performance evaluations
were finalized on July 28,1997. The enclosed report presents the results of the
examination, in addition to an exit meeting held at DBNPS on July 10,1997, a re exit
was conducted by telephone on August 18,1997.
Operating and written examinations were administered to three license applicants. All
license applicants passed all sections of their respective examinations and were issued
Senior Reactor Operator licenses to operate your DBNPS.
The license applicants were all previously licensed Reactor Operators at the DBNPS. They
performed wellin all areas of the examination with only minor individual weaknesses.
When compared with previous examinations, significant improvement was noted in
applicant execution of administrative Job Performance Measures.
This examination was your first opportunity to prepare an operator license examination
under the NRC's initiallicense examination pilot process. The pilot process allowed your
training personnel to prepare and administer the written examination and prepare the
operating examination. NRC examiners administered the operating examination. The
Davis Besse training department is to be commended for the examination produced for this
initiallicense examination. The examination submitted to Region lll was acceptable for use
after minor changes. The examination was technically correct and examined at the proper
complexity and depth for a Senior Reactor Operator license applicant. Although the
submitted examination was commendable, instructor attention to detail during facility
validation of the administrative job performance measures portion of the examination was
weak.
Operator performance for two operating crews was observed in the control room by the
examiners. During each observed period operators were found to be professionalin
executing their control room responsibilities,
in accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter
and the enclosures to this letter will be placed in the NRC Public Document Room.
