Supplemental Response to Inspection Report (IR) 70-7001/97002-31 Notice of Violation (NOV) '
The United States Enrichment Corporation (USEC) submitted a revised response to the subject IR and NOV dated September 8,1997 that committed to provide the final :<. ion plan for the J
plant and remaining facilities upon completion of the pilot evaluation of the scope of the legacy
' issue regarding classified matter control. Although the pilot evaluation of the C-331 cascade facility required more time than expected to complete, the date when all evaluations are expected to be complete for the plant and remaining facilities is June 30,1998.
The details of the actions in progress and planned will be discussed with the Site's Senior Resident Inspector. Any questions you may have with regard to these matters should be e idressed with Mr. Bill Sykes at (502) 441-6796.

CLASSIFIED MATTER ACTION PLAN GOAL:
Take the action necessary to prevent disclosure of classified matter to uncleared individuals at PGDP.
)
Team (s) are being established using representatives from Records Management / Document Control, Subject Matter Experts, and " owners" of the facilities being evaluated, to review or screen documents pertaining to gaseous diffusion plant technology. These documents will include design drawings, procedures (not in controlled manuals), training documents, computer discs, operator aids, memos, r.nd wall mounted flow diagrams involving potentially classified matter throughout the property protection area, as well as the controlled access area. Any documents found '.o be marked as listed below will be handled as classified documents and stored and protected in accordaace with procedure or tumed in to Records Management / Document Control.
Secret Confidential Official Use Only Restricted Declassified The teams will be trained to recognize potentially classified material. Examples of this material include the following:
(1)
Official Use Only documents that were created between the dates of June 1947 and October 1951; (2)
Docu.nents marked " Restricted" prior to 1954; (3)
Documents marked " Secret" or " Confidential," yet not protected as such; (4)
Documents marked " Declassified," that may have been declassified improperly; (5)
Documents that are potentially classified, yet have not been reviewed for classification and marked and protected accordingly. These types of documents include:
(a) scientific, technological, or economic matters relating to the national security, information at our facility that has the potential for being classified, such as seals, barriers and operational data, detailed design of cascade operations; (b)
United States Government programs for safeguarding nuclear materials or facilities such as information that has the potential of being classified, such as security plans and the designs of safeguards facilities; (c) vulnerabilities or capabilities of systems, installations, projects or plans relating to the national security, such statements showing vulnerabilities, response times, munber of guards responding to certain incidents.

- Exceptions to this review will include
(a) -
Work Packages do not require screening; (b)
Verification of clrasified safes will be performed by Records Management and is not within the scope of this effort;
.(c)
This verification does not involve reading or ADC review of unmarked documents;
- (d)
Historical log books, video tapes, computer disks of unknown content shall be turned in to Records Management,
'(e)
Personnel records, publications, textbooks, commercially produced documents, magazines, etc. do not require screening.
Facility " owners" should identify information they want to keep and discuss with the team. This -
. information will be given to Records Management / Document Control to properly handle.
The team will be briefed before starting each facility effort. The procedure for conducting walkdowns will be utilized. Communication with the plant will also be made to ensure they are
- aware of this efTort and goal.. Any drawings which show redlined or as-built data shall be turned in to Records Management for processing to Engineering. Any previously classified safe which has been declassified will receive a review for documents using previously stated criteria.
