COMPLETION REVIEW REPORT FOR THE SALT LAKE CITY, UTAH, VITRO PROCESSING GlTE

Dear Mr. Rael:

The U.S. Nuclear Regulatory Commission staff has completed its review of the U.S. Department of Energy (DOE) Completion Report (CR) for the Uranium Mill Tailings Remedial Action Project Vitro Processing Site, Salt Lake City, Utah. The review included DOE's response to NRC comments and revised CR pages dated June 4 and June 25,1997. Based on review of these submittals, the NRC staff has concluded that the DOE remediation of the Vitro processing site was performed according to the approved Salt Lake City Remedial Action Plan. A discussion of the basis for concurrence that the Environmental Protection Agency standards in 40 CFR Part 192 have been met, is provided in the enclosed Completion Review Report.

Based on its review, NRC staff concluded that additional remediation of some buried material with elevated levels of Th-230 that was left at the site was not required, and that in the future, public health and the environment would be protected by the proposed land annotation document submitted on August 26,1997. The land annotation document, titled " Notice of Residual Contamination," notifies any future property buyers of the location of the buried residual radioactive material remaining at the Vitro site, and recommends ways to avoid exposure to the material.

The NRC staff hereby concurs that DOE has performed remedial action at the Vitro site in accordance with the approved plans and specifications, with the exception of the selection and performance of a groundwater cleanup program. DOE, with NRC approval, has deferred this aspect of the remedial action to a separate groundwater restoration program.
