SUBJECT:

REl.0AD REVIEWS IM OS!

REFERENCE:

Nemorandum from R. J. Mattson to D. 6. Eisenhut,12/8/B2 We note that CPR has been assigned the responsibt)ity to coordinate all DS! reload rev t es.s.

In past reviews of certain reloads involving significant increases in fun 1 burnup. AEB has been requested to review the effects on the radiological consequences of accidents.

AE8 has reviewed Calvert Cliffs, North Anna and Surry reloads for the radiological consequences of accidents. We found that the consequences may increase with increasing burnup and some factors involved in the evaluation have exceeded the values in the Standard Review Plan. However, the accidents for which the staff has assined different values have been for the smaller accidents such as the fuel bandling accident, or for which your branch feels that the level of fuel failures is unduly conservative, such as the rod ejection accident to 38,000 mwd /MTU batch average at discharge. Therefore, we suggest that AEB need not be involved tr.

reload analysis as long as burnup levels do not exceed this value.

'l Mased on the referenced nanorandum, we anticipate that CPB will request AEB's assistance whenever reviews of accident consequences are deemed necessary for burnup levels exceeding the 38,000 mwd /t level.
