ADMINISTRATIVE CONFERENCE NOTES SEPTEMBER 16,1997 PURPO.cf.: -
Administrative telephone conference with NNECo, NRC, NEAC and Parsons to discuss:
Calculation Tracking Program e
CMP Methodology e
Follow-up Items From Previous Conferences e
Date:
September 16,1997 List of Attendees NNEco NRC NEAC Parsons Joe Fougere Manager, ICAVP Steve Reynolds T. Concannon Wayne Dobson Fred Mattioli Supervisor, MP2 John Nakoski Eric Blocher N. Ifanley Mike Akins Don Marks George Zagursky Derek Garrett Response to RAl-246 (question from 9/2/97)
TiiE PURPOSE OF TIIIS RAI WAS TO OBTAIN INFORMATION ON THE DATE WHEN UNIT 2 WAS FIRST COMMITTED TO IMPLEMENTING EACH OF THE VARIOUS ENGINEERING PROGRAMS AND TOPICAL AREAS. WE NEED THIS INFORMATION AS PART OF OUR REVIEW OF MODIFICATIONS. WE WOULD NOT LOOK FOR CONSIDERATION OF A ENGINEERING PROGRAM OR TOPICAL AREA PRIOR TO TiiE COMMITMENT DATE. THE RESPONSE TO RAI 246 DOES NOT ADDRESS ALL OF Tile ITEMS IDENTIFIED ON DCM FORM 3-2C. WE WOULD LIKE TO DISCUSS THE DIFFERENCES BETWEEN THE RAI RESPONSE AND DCM FORM 3-2C AND CONFIRM THAT WE UNDERSTAND THE DATES PROVIDED IN RAl-246.
Discussion 1.
NNECo has sent Parsons a document listing all ofitems on DCM Form 3-2C and the date when Unit 2 was first committed to implementing the item.
CE Design Basis Document (question from 9/4/97) i IS TilERE A CE REFERENCE DESIGN BASIS DOCUMENT FOR UNIT 2 SIMILAR TO l
Tile WESTINGHOUSE DOCUMENT FOR UNIT 37
Response
NNECo contacted AllB-CE to confirm that for this vintage plant there were no reference design basis documents.

1 Calculation Tracking Program WE RECENTLY NOTICED THAT THE CALCULATION TRACKING DATA BASE-HAS GROWN TO 6868 RECORDS. THIS DATABASE HAD CONTAINED ABOUT 3800 RECORDS AS RECENTLY AS LAST WEEK. WHAT CALCULATIONS HAVE BEEN ADDED7 Discussion
- 1. All of the calculations currently in NNECo's document control system for Millstone Unit 1,2,&3 total 10,600. Approximately two weeks ago the Unit 2 calculation tracking program, (CTP) was moved into PASSPORT. For Unit 2 there are 2,366 calculations in C'I P. NNECo has not recently added a large number of calculations to CTP.
2.
Parson's 3800 number came from an estimate of the number of calculations in a paper copy of a list of calculations used by the CMP. This number is higher than the CTP due to some Bechtel and CE calculations which were obtained by the CMP, but have not yet been entered into the records system. Notet some ofthese Bechteland CE
- calculations are part ofthe design andlicensing basisfor Unit 2. Parsons should not totally rely on the CTPto identify all design basis calculations. The PI-01 evaluations can be used as a aid in identifying these calculations.
3.
Further investigation after the conference call identified the file that contains 6868 calculations entries is located on Parsons' Millstone server on drive Q and is labeled MITTEBR.mdb. It appears that this file has a large number of duplicate entries.
4.
CTP is no longer being used by NNECo. The calculation module of PASSPORT is the current list. Parsons does not currently have access to this part of PASSPORT.
NNECo will provide this access.
Electronic Access to Information 1.
Related to PASSPORT, Parsons will also need limited access to information in MIMS regarding commercial grade dedications. This may be in the form of a ACCESS down load of the relevant information. Parsons will process an RAl.
2.
Parsons will need an updated copy of the UIR database now that CMP is complete.
The UIR database will still be added to for the CMP review of non-group 1 or 2 systems. NNECo plans to provide the updated UIR database to Parsons this week.
CMP Methodology llOW DID YOUR CMP ADDRESS PLANT MODIFICATIONS THAT MAY HAVE BEEN PERFORMED OUTSIDE OF THE AUTHORIZED PLANT CHANGE PROCESSES IN THE PAST. FOR EXAMPLE, CHANGES MADE UNDER A MAINTENANCE REQUEST OR WORK ORDER NOT SUPPORTED OR APPROVED WITH A PDRC.

ADMINISTRATIVE CONFERENCE NOTES SEPTEMBER 16,1997 Discussion:
+
- 1. The CMP addressed this issue in the following manner:
The CMP review looked for design basis documents not matching plant configuration documentation.
Walkdowns were performed to verify PDCR implementation and to look for undocumented modifications, The Maintenance and I&C organizations were asked to identify if any past e
practices may have lead to plant modifications outside of the authorized change processes. They did identify some, that the CMP then reviewed.
A self assessment was performed on NCRs and RIES which addressed undocumented modifications.
For each of the above,if a problem was found an UIR was written.
Outstanding NNECo responses; TIIE PROCEDURE NUMBER THAT CONTROLLED PDCE'S (ACTION FROM 9/2/97 CONFERENCE)
Response: NNECo is in the process of determining uhich procedures controlled PDCEs. So far they have identified the following: NEO 3.03 rev 6,7,8 NOD 305 rev 0,3 & Station Form 359. NNECo will provide a copy of these procedures.
THE ELECTRICAL DRAWING SERIES THAT CONTAINS ELECTRICAL SETPOINT INFORMATION. (ACTION FROM 9/9/97 CONFERENCE)
Response
Drawings 25203-30099 for 480V 25203-30107 for 125VDC 25203-30108 for 4160 25203-30109 for 6.9KV 25203-30111 for RSST IS THE TURBINE BUILDING AND ISLAND QUALIFIED FOR SSE, OBE OR BOTH7 (ACTION FROM 9/9/97 CONFERENCE)
Response: He turbine build and island, except for the turbine pedestal are qualified for both SSE and OBE. He PI-07 for the turbine building lists the calculations that document this.

ADMINISTRATIVE CONFERENCE NOTES SEPTEMBER 18,1997 PURPOSE:
Administrative telephone conference with NNECo, NRC, NEAC and Parsons to discuss:
Drawing Classification Status of Information Retrieval issues e
Date:
September 18,1997 List of Attendees NNECo NRC NEAC Parsons Joe Fougere Manager, ICAVP John Nakoski Wayne Dobson Fred Supervisor, MP2 Eric Blecher Mattioli ICAVP Bill Price Mike Akins Dan Curry John Hilbish Greg Cranston Drawing Classification WE EXPECT THAT MILLSTONE UNIT 2 HAS DIFFERENT CATEGORIES OF PLANT DRAWINGS BASED ON WilEN. OR IF, THEY ARE REQUIRED TO BE UPDATED. WEWOULD LIKE A DISCUSSION ON WHAT ARE THESE CATEGORIES AND WilAT IS THE DEFINITION OF EACH CATEGORY? IN PARTICULAR WE WOULD LIKE TO KNOW HOW TO IDENTIFY THE CATEGORY THAT A SPECIFIC DRAWING BELONGS TO, AND IS THERE A CATEGORY OF DRAWING THAT DOES NOT REQUIRE REVISION?
Discussion 1.
Drawings are categorized as follows:
Cat.1 - Operation Critical Cat. 2A - QA drawing (there is a time requirement for update) e Cat. 2B - Non-QA drawing (there is a longer time requirement for update) e Cat. 2C - Drawing to be updated at the desecration of the Design Supervisor e
Cat. 3 - llistorical, no need to update (typically this is for retired components) e This is documented in procedure EDI 30250.

SEPTEMBER 18,1997 Providing P1-07 Summaries RAI - 335 will be reopened and NNECo will provide Parsons will all of the PI-07 summaries, (similar to what was provided for 11 PSI and AFW.) There are approx. 66 summaries that we should expect to see.
Discussion of Information Retrieval issues (NNECo Topic of Discussion)
Status ofitems discussed during the 9/11/97 meeting in Conn.
RAI 217, electrical calculations-done RAI 198,199 Piping calculations - approx. 50% complete e
FSAR Chapter 14 related calculations - all received by Parsons e
RAI 234, Commercial Grade Dedication Packages - donc e
RAI 290, EQ Packages - some of the packages were not in Nuclear Records. A CR has e
been written to address this.
FSAR Change Requests - NNECo provided what the FSARCR procedures require for a FSAR change. If Parsons needs any other documentation to perform its review, thev will need to identify the specific type of document.
Bechtel document i1867-014P003 rev 2 and 1I867-014P003 rev i - Nuclear records can only fmd rev. O. An CR has been written to address this item. NNECo did a one day stand-down to retrain people. No other examples like this situation have been found.
SP-2604 A Parsons mistakenly inserted a completed data sheet into this surveillance procedure, thinking it was a controlled issue of a form for the procedure.
i Parsons did a complete check of all procedures received from NNECo. No other i
examples of this problem were found. Parsons has corrected its copy of SP-2604A-4, e
and set up controls to avoid the problem in the future.
