RESPONSE OF SUFFOLK COUNTY, THE STATE OF NEW YORK, AND THE TOWN OF SOUTHAMPTON TO FEMA'S " REQUEST FOR ENLARGEMENT OF TIME TO RESPOND TO BOARD'S PREHEARING CONFERENCE ORDER" Suffolk County, the State of New York, and the Town of Southampton (" Governments") are ir. receipt of FEMA's " Request for Enlargement of Time to Respond to Board's Prehearing Conference Order"

(" Request").

In the Request, FEMA seeks 10 additional days to " request reconsideration" of the Board's Prehearing Conference Order, dated October 3,

1986, concerning the standards for admission of contentions.

FEMA. sets for,th no bases to justify any enlargement of time, except for the general statement of an alleged desire "to more fully consider" the standards articulated by the Licensing Board in the October 3 Order.

P it may wish to have reconsidered or even attempt to explain how this proceeding could benefit from the delay FEMA requests.

In view of the complete lack of bases for the Request and absence of any factual or legal support, the Governments oppose FEMA's Request and urge that it be denied.
