Dear Sir:

TROJAN NUCLEAR PLANT Schedule Change for Qualifying Eleven ECCS Valves

REFERENCES:

1) PGE (B. D. Withers) to NRC (J. B. Martin, Region V)

Letter Dated September 11, 1986 "PGE Position Regarding Compliance With 10 CFR 50.49 of Eleven ECCS Valves"

2) NRC (D. F. Kirsch) to PGE (W. J. Linbind) Letter Dated November 4,1986 "NRC Inspection Report j

50-344/86-37" In Reference 1 PGE committed to environmentally qualify eleven ECCS l

valves for degraded core conditions during the 1987 refueling outage. Qualification will be accomplished by replacing the existing motor-operators with fully qualified units.

Due to vendor hardware delivery dates being forecasted beyond the end of the scheduled outage, we are changing our commitment to qualify thase valves to the end of the 1988 refueling outage.

l As explained in Reference 1, it is PGE's position that the subject valves are currently in compliance with 10 CFR 50.49.

In Reference 2, the NRC concurred with this position.

Qualification of these valves will also allow maximum-flexibility for any future revisions to the emergency operating procedures.
