MEETING WITH GENERAL NUCLEAR SYSTEMS, INC. (GNSI)

Purpose:

To discuss the safety review of the CASTOR V/21 borated stainless steel fuel basket design.

Sumary:

GNSI's response to NRC of August 15, 1986, and its submittal of redesigned fuel basket drawings on September 30, 1986, were discussed. Substantial progress has been made by GNSI. GNSI has adequately explained and analyzed the cause of the basket weld cracks observed in the fuel basket used in the Idaho National Engineering Laboratory (INEL) spent fuel handling and storage demonstration. GNSI has redesigned the basket and subjected the redesigned and fabricated basket to thermal cycling tests with no observed weld cracking. A report on this test is in preparation.

Analysis with respect to the effects of dynamic impact on the on the redesigned basket will need to be completed for the borated stainless steel base material and weld area. material when these have been fully characterized.

GNSI has carried out numerous material tests already, and these, with some additional tests, should allow full characterization to _be completed.

In sumary, GNSI has provided responses explaining the cause of weld area cracking due to thermally induced strain in basket weld areas ar.d appears to have redesigned its fuel basket to preclude this problem. GNSI has performed most of the testing needed to allow it to characterize borated stainless steel for use in a fuel basket. Data from GNSI testing needs to be presented in a

from an accident can be reviewed. GNSI will submit a revised " CASTOR V/21 Borated Stainless Steel Basket Evaluation" report to cover all aspects of the basket analysis, updating its August 15, 1986 submittal for staff review.

Assuming acceptability, this information can then be incorporated in the CASTOR V/21 topical safety analysis report.
