ENCLOSURE CABLE PULLING TESTING -

Presented by W. S. Raughley (list of attendees attached)

During a lengthy discussion on the basis for the NRC requested testing, the following key points and commitments were made.

1.

The technical evaluation reports will be issued by NRC for both Watts Bar and Sequoyah the week of February 2, 1987.

2.

NRC indicated they would not let Sequoyah restart without some testing.

3.

C. H. Fox committed TVA to do a comprehensive testing program on Watts Bar but not at Sequoyah before restart. His rationale was the physical observances during Sequoyah walkdowns and the fact that sequoyah was an OL plant and licensed plants would not be shut down for such allegations.

4.

Following a brief caucus, NRC indicated that the testing required on Sequoyah unit 2 would be:

A.

Worst-case condulet testing and resupporting all condulets of concern in containment.

B.

The remainder of the testing identified in the NRC TER performed on either Sequoyah unit 1, Sequoyah unit 2, or Watts Bar before Sequoyah unit 2 restart.

5.

C. H. Fox disagreed indicating that Sequoyah was not the same as Watts Bar and should not be required to perform the full testing program before restart.

6.

TVA committed to provide a draf t submittal to NRC the week of February 2, 1987, identifying our proposed restart testing program for Sequoyah unit 2.

Specifically this would include:

A.

DC high-pot testing of cable in worst-case pulls to prove acceptability of insulation; and I

B.

The differences between Sequoyah and Watts Bar and why Sequoyah should not have to do the same testing as Watts Bar.

SUPERHEAT -

TVA provided a presentation responding to NRC concerns.

NRC indicated the program looked acceptable and would have no problem approving if we made a submittal providing the information presented in i

HYDROGEN RULE TESTING PROGRAM -

Presented by R. Bryan C. H. Fox committed TVA to make a submittal by February 15, 1987 identifying a testing program similar to the Duke testing program with a schedule for completion.

BISI TVA committed to provide a submittal by February 15, 1987 identifying our administrative controls that would be in place until the BISI system is installed.

AIR RETURN FANS -

V. Bianco 1.

Following the TVA presentation of the problem and corrective actions, NRC expressed questions regarding how much spray water would build up around and on top of the fan and could it cause inoperability.

2.

TVA committed to provide answers to NRC by telephone conference call.

3.

TVA committed to provide NRC with an LER identifying the problem and corrective actions.

POSTACCIDENT CLEANUP SYSTEM -

Presented by R. Bryan 1.

TVA made a presentation indicating that the existing hydrogen purge system was not suitable or designed as a postaccident cleanup system because of accessibility and capacity. TVA therefore proposed that we use one pair of the existing containment upper compartment purge lines for containment atmospheric cleanup.

2.

NRC indicated acceptance, and if we made a submittal so indicating, the issue would be closed.

3.

TVA committed to provide the submittal by the third week in February.

AMPACITY - Presented by W. S. Raughley 1.

TVA presented our final program identifying the inspection program, the analysis assumptions, and the results achieved.

2.

NRC questioned the assumptions regarding flamastic thickness, and TVA indicated there would be an inspection program to verify the analysis assumptions.

If the as-installed flamastic does not support the calculation assumptions, the analysis results would be evaluated and adjusted if needed.

. 3.

NRC indicated that if TVA prepared a submittal providing the presentation (assumptions and conservatisms) in text form, the issue could be closed.

4.

TVA committed to provide the submittal by February 21, 1987.

EMPLOYEE CONCERNS -

Presented by M. S. Martin 1.

TVA presented a summary description of the corrective actions taken or to be taken to address recent NRC concerns.

2.

NRC indicated that part of the problem was that the reports did not contain enough information (not stand alone) for NRC to agree with the TVA conclusions.

3.

TVA proposed that the NRC and TVA reviewers meet weekly on a working level to improve communications and resolve specific problems with the element reports. TVA also proposed that NRC project managers visit Watts Bar to meet the ECTG project people including the team leaders and the SRP.

NRC agreed to have frequent communications and will have meetings on a case-by-case basis.

4.

TVA and NRC agreed that to resolve the element report review / closure problems that NRC was having, the following steps would be taken.

A.

TVA will re-review all the element reports in the Operations category.

B.

TVA will continue with the program and submit the remaining nine element reports (314 total).

C.

NRC would continue with the review of the 314 reports to determine if the reports were adequate to justify the TVA conclusion that the corrective actions were or were not required for restart. NRC and TVA would discuss and agree on a report-by-report basis what is needed to be added to the report to come to the restart /nonrestart conclusion.

D.

The criteria used to determine restart /noncestart would be the criteria contained in the Nuclear Performance Plan.

E.

The element reports requiring corrective action for restart would then be reviewed in additional detail to be sure they contained adequate information.
