Mr. Luis A. Reyes The Geobgia Power Company wishes to submit the following information concerning the violation identified in your inspection report 50-424/86-118:
Violat o'rt 50-424/86-118-01, " Failure to Adequately Document and Evaluate Diesel Generator Performance" - Severity Level IV Georgia Power Company acknowleges the violation as identified in the USNRC inspection report.
As indicated in the USNRC inspection report, Vogtle operating procedure
(
13145-1, " Diesel Generators," and surveillance procedure 14980-1, " Diesel Generator Operability Test," prescribe instructions to implement the js requirements of Regulatory Guide 1.108.
These requirements. include jl '-
documentation and evaluation of each diesel generator start attempt.
Personnel responsible for implementing procedures 13145-1 and 14980-1 failed to properly complete the form used for recording diesel generator start attempts and to properly route the form to the Engineering Support Superintendent.
To ensure full compliance with Regulatory Guide 1.108, operations and engineering personnel conducted a review of the Shift Supervisor and Plant Operator logs to identify the diesel generator starts attempted since completion of reliability testing.
Engineering evaluated all identified start attempts and entered required information in the diesel start log.
