On December 23, 1986, the Atomic Safety and Licensing Board designated to preside in the proceeding involving the application of the Georgia Power Company, et al., for operating licenses for the Vogtle Electric Generating Plant, Units 1 and 2, issued a Concluding Partial Initial Decision. In accordance with the provisions of 10 CFR 51.102 of the Commission's regulations, enclosed is a copy of that Concluding Partial Initial Decision.

A Final Environmental Statement related to the operation of the plant was prepared by the Office of Nuclear Reactor Regulation and was transmitted to
