ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-425 Vogtle,
License No. CPPR-109 During the Nuclear Regulatory Commission (NRC) inspection' conducted on January 5-9, 1987, a violation of NRC requirements was identified. The violation involved failure to protect permanent plant equipment.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions,"
10 CFR Part 2, Appendix C (1986), the violation is listed below:
10 CFR 50, Appendix B, Criterion XIII, as implemented by FSAR Chapter 17, Section 17.1.13, requires that measures be established to control storage and preservation of equipment in accordance with work and inspection

m instructions to prevent damage or deterioration.
When necessary for particular products', special protectlve environments, such as inert gas, atmosphere, specific moisture content levels, and temperature levels, shall be specified and maintained.
Bechtel Power Corporation (BPC) design specification X3AR01, Section E8, Revision 23, Paragraph E8.7.1.S requires, in part, that:
Cable trays shall not be used as walkways or working platforms. Where trays are so located that such use is possible or might be attempted, it shall be prohibited by clear and conspicuous signs, and prevented, if necessary, by suitable physical barriers.
Cable trays may be used as temporary work platforms for fireproofing or other activities requiring access to structural steel subject to the following conditions:
1.
No cable installed in the tray.
2.
One-half inch thick plywood is placed in the bottom of the tray.
3.
Platform (tray) is used by personnel only; no rotating or vibrating equipment or tools may be placed in the tray.
4.
Only one person may be in the tray span between adjacent support points at any time.
5.
On completion of activities, tray shall be inspected for damage and existence of sharp edges.
Where damage and sharp edges are detected, they shall be corrected in accordance with applicable sections of this specification.

Administrative controls shall be established by Construction to assure compliance with the above.
Contrary to the above, on January 8,1987, activities were not accomplished in accordance with the above in that an electrical craftsman was using cable tray 2NE351 TRYY as a work platform with cable installed in the tray and without any plywood, support in or over the tray. Also a,djacen,t cable trays.
2NE351, TW YC/YD and 2NE351 TQYD had sustained damage due to their use as s
walkways without the use of plywood.
This is a Severity Level IV violation (Supplement II) Unit 2 only.
Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including (for each violation):
(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further.yiolations, and (5) the date when. full compliance will. be achiev,ed.

Where good cause is shown, consideration will be given to extending the response time.
