NRC ROUTINE, ANNOUNCED INSPECTION REPORT NO.50-57/1999201
Dear Mr. Vasbinder:
This refers to the inspection conducted on August 2-4,1999, at the Buffalo Materials Research
Center research reactor. The enclosed report presents the results of that inspection.

Areas examined during the inspection are identified in the report. Within these areas, the
inspection consisted of selective examinations of procedures and representative records,
interviews with personnel, and observations of activities in progress.
Based on the results of this inspection, the NRC has identified a vio!ation of NRC requirements.
-The violation is cited in the enclosed Notice of Violation (Notica). The circumstances
surounding it are described in detail in the subject in3pection report. The violation is of
concern because it indicates a !ack of attention to details.
You are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing ycur response. The NRC will use your response in accordance
with its policies to determine whether further enforcement action is necessary to ensure
compliance with regulatory requirements,
