REQUEST FOR WAIVER OF FEE BILLING FOR REPLACEMENT PILOT INSPECTION This memorandum requests a waiver of fees for the Prairie Island Fire Protection Functional Inspection (FPFI) Program pilot inspection. This inspection is related to inspection development activity within NRR. This inspection replaces the previous Region III pilot FPFI, which was cancelled due to conflict with an emergent Clinton Diagnostic Evaluation Team (DET) inspection. The Clinton pilot inspection previously received a fee billing waiver.

NRR is in the process of developing a Headquarters-led inspection procedure for future use at all nuclear power plant licensee sites. The pilot inspections for the FPFI Program described in SECY-96-267 were concurred in by the Commission in a staff requirements memorandum dated February 7, 1997.

The scope of the FPfl inspections is to ensure that licensees are effectively implementing and managing their fire protection and post-fire safe shutdown programs. The activity requires four pilot inspections, one in each region, to validate the inspection procedure. NRR selected four reactors for pilot inspections over a 12 month period. Due to conflicts with an emergent DET, the Region III pilot inspection reactor plant has now been changed from Clinton to Prairie Island (the licensee for which is Northern States Power Company).

The primary purpose of the pilot inspections is to test the draft FPFI procedure and to identify the need for any revisions before the procedure is incorporated into the reactor inspection program. Therefore, in large part, NRR considers the pilot inspections to be generic rather than specific to the pilot plant licensees.

The pilot ins)ections will be dncumented by regular inspection reports.
