STAFF " FETING WITH THE NUCLEAR ENERGY INSTITUTE ON SEPTEMBER 3, 1997 The staff of the Safeguards Branch (PSGB) met with the Nuclear Energy Institute (NEI) on September 3, 1997, to discess matters concerning nuclear power f.cilities' access authorization (AA) anc fitness-for-duty (FFD) programs.
Representing the staff were LeMoine J. Cunningham (Chief, PSGB),
Loren L. Bush, and Richard P. Rosano.
Representing NEI were James W. Davis (Director, Operations Department) and Richard Enkeboll. The meeting was open to the public and Althea White from Bechtel attended.
The stated agenda for the meeting was to discuss access authorization issues, especially the status of NEI 95-01, " Nuclear Power P1;nt Personnel Access Authorization Standards and Procedures," other general AA issues, the status of the fitness-for-duty rulemaking, and other general FFD issues.
NEI said that its publication, NE! 95-01, was intended to standardize the AA process for the industry because outages were becoming shorter, so time spent processing outage crews for AA was more critical. The Personnel Access Data System (PADS) was established for that purpose, and NEI assured the NRC that all power reactor licensees will ultimately join PADS, though NEI could not be specific about when all licensees would be members. Using PADS to supply background information on outage workers with prior nuclear experience would substitute for the current process of accepting transfers from other licensees u
in accordance with the provisions of NEI 91-03.
q,g' oo PADS is intended to be used for " transient workers" (NEI's phrase), but some S@
licensees have been putting their full-time, permanent workers into PADS also, NEI explained that the first step in processing an individual for access is to n.g get the applicant to sign a releasc form which allows the transfer of noM information about that individual (through PADS) to other licensees.
If the 35 individual does not sign the release form, she or he is dropped from the o-process. All individuals who sign the release form are entered into PADS, and R$
the process is followed through even if the individual decides to withdraw.

- NEI asked about the status of NRC review on three AA issues:
(1) the verification of educational history, (2) licensees sharing audits of contractors, and (3) the type of suitable inquiry that is required by the rule. Jay Cunningham assured NEI that these matters were being considered by the NRC and that answers to NEI's questions would be reached soon.
NEI and NRC discussed the status of the FFD rulemaking, and Loren Bush
