20555 Attention: Director, Office of Inspection and Enforcement Gentlemen:
We have been advised by Mr. Mike Lesnet, Technical Staff Engineer, Commonwealth Edison (CECO) Zion Generating Station that a 10CFR21 Report has been submitted by CECO in conjunction with CECO Licensee Event Report No. 86-017-00. Anderson, Greenwood and Company (AGCO) met with CEC 0 personnel at the Zion Station on October 3,1986, to discuss this LER.
After reviewing the report and discusing the facts surrounding the event, AGC0 believes the conclusions reached in the LER are unwarranted.
There does not appear to be any justification for concluding that the problem is generic to all AGC0 manifolds or that the cause of the event was improper torqueing at the f actory.
Based on the information we have, it is clearly an isolated incident and probably due to improper reasembly after maintenance.
A letter has been sent to CECO outlining our position and requesting that a follow-up report be issued clarifying the facts.
The purpose of this letter is to advise you of our action and request that AGC0 be given an oppurtunity to respond to the LER and 10CFR21 Report.
AGC0 is anxious to cooperate with CECO and the NRC to resolve this issue.
