Dear Chairman Kelley and Judges Bright and Carpenter:

I enclose GPU Nuclear's reply findings in response to the Numerous Employees' and the Aamodts' findings of fact, and GPUN's response to the Presiding Board's Request and Order of February 2, 1987.

Also enclosed are examples of hourly computer printouts which include control rod group positions that I am informed should be available for most, if not the entire period, of TMI-2's operation.

Some explanation for this third enclosure is-necessary.

On October 16, 1986, at transcript 4028, immediately follow-ing a discussion of strip chart instrumentation, Judge Carpenter asked me to " find out whether or not the computer logging, which

[he understood] went on pretty much uninterrupted, included rod positions." At the time I understood the request to be seeking documentation of continuous recordation of rod position (by strip chart or similar data recorder) and took steps to confirm through GPUN personnel my belief that no such' documentation existed.

I did confirm that was the case and when Judge Kelley toured the control room at TMI-2 I pointed out that the operators had avail-able to them instantaneous, individual rod position indicators but that no strip recording device existed for rod positions.

During preparation of these reply findings, Judge Carpen-ter's precise question has been brought to my attention and whereas I had in my mind at the time Judge Carpenter posed his 0702190113 070217 gDR ADOCK 0500 0

hour-l ly) recording of rod positions taken by the computer -- which does exist.

Examples are attached.

I do not know but surmise that neither Stier nor Rockwell nor any NRC investigators uti-lized these hourly printouts of rod positions; they do not appear as exhibits to any reports.

Indeed, because they are hourly, rather than continuous, they may be of no probative value in the context where the Board was seeking evidence of control rod posi-tion.

We are unable to determine from the record whether Stier or other investigators ever evaluated their probative worth in this context.

Finally, of course, we have not utilized this in-formation in our reply findings because the computer printouts are not in the record.

Nevertheless, because they may be respon-sive to Judge Carpenter's precise question, I enclose examples for the Board's information as to their availability.

(The par-ties and staff were provided drafts of this letter with the en-closed examples last week when this came to my attention in order to promptly alert them to my intent to provide this information to the Board.)

On the last day of the hearing, the Board sought assistance from the parties at the time findings were submitted regarding the state of the record in four areas: (1) reconciliation of the disparity between " strip chart time" and " clock time" (actual time); (2) possible operational explanation for the addition of water at a particular time in order to maintain control rod posi-tions; (3) possible operational explanation for the addition of water at a particular time in order to maintain water inventory in the MUT; and (4) possible operational explanation for the ad-dition of hydrogen to the MUT at a particular time.

GPU Nuclear previously provided the Board with the tran-script reference regarding item (1), time reconciliation.

See Tr. 5336 (Blake).

In addition to that reference, MPR explained its time reconciliation efforts in Board Exhibit 1-A, Stier Report, Vol. IV(C) at K.3 (item (f)) and figure K-2.

As to items (2) and (3), the technical witnesses provided testimony relevant to both areas concerning water additions.

Testimony of the technical witnesses concerning the need to add water to the MUT to maintain water inventory is found at Tr. 998-99 (Kirkpatrick, Rockwell, Stier); Tr. 1705 (Stier); and Tr. 1b47-51 (Stier, Russell).
