Subject:

Acceptance for Referencing of Licensing Topical Report WCAP-7908, "Factran-A Fortran IV Code for Thermal Transients In UO2Fuel Rod" We have completed our review of the subject topical report WCAP-7908 and Appendix submitted by Westinghouse Electric Corporation letters NS-SL423 and NS-CE-563, respectively.

The material reviewed describes a computer program used in the calculation of fuel rod temperatures for various accidents and transients analyzed in Chapter 15 of Safety Analysis Reports. We find that this computer' program, FACTRAN, ,

is an acceptable code for referencing in licensing actions which require the '

calculation of heat fluxes and cladding temperatures during Chapter 15-type events, to the-extent specified and under the limitations delineated in the report and the NRC evaluation, which is enclosed.

We do not intend to repeat our review of the matters described in the report and found acceptable when the report appears as a reference in license applications, except to assure that the material presented is applicable to the specific plant involved.

Our acceptance applies only to the matters described in the report.

In accordance with procedures established in NUREG-0390, it is requested that Westinghouse publish accepted versions of this report, proprietary and non proprietary, within'three months of receipt of this letter. The accepted version is to incorporate in the text, as appropriate, all pertinent material included in the additional information furnished to the staff during the review as listed above. It is recommended that the accepted version be therefore published as Revision 1 to WCAP-7908. The accepted versions shall incorporate this letter and the enclosed evaluation between the title page and the abstract. The accepted versions shall include an -A (designating accepted) following the report identification symbol.
