TMI-1 STATUS REPORT FOR THE PERIOD SEPTEMBER 19 - 26, 1986 l

Enclosed is the TMI-1 weekly status report from the NRC Resident Office at TMI-1 for the subject period. The NRC staff continued to monitor routine plant operations at full power.

TMI-1 status reports are intended to provide NRC management and the public with highlights from an NRC regulatory perspective of TMI-1 activities for the pre-vious week. Subsequent inspection reports will address many of-these topics in more detail.

ENCLOSURE TMI-1 STATUS REPORT FOR THE PERIOD SEPTEMBER 19 - 26, 1986 1.

Plant Status As of 8:00 a.m. on September 26, 1986, TMI-1 was operating at 100 percent power and at normal reactor coolant temperature (579 F) and pressure (2155 psig).

Facility Operations Summary The plant continued to operate at 100 percent during the reporting period.

Engineered Safeguards Actuation System (ESAS) routine testing was completed.

Item of Special Interest Engineered Safeguards Actuation System Testing On Tuesday, September 23, 1986, Engineered Safeguards Actuation System (ESAS) testing was postponed due to a small Jacket coolant leak on emer-gency diesel generator 1A (EG-Y-1A). The leak was repaired and EG-Y-1A was satisfactorily tested on the afternoon shift that day. The ESAS Surveillance Test Procedure 1303-5.2, " Loading Sequence and Component Test and High Pressure Injection Logic Channel Test," was completed during the latter part of the week.

Also, during this test, the licensee identified that valve DC-V-41A, which controls cooling water to make-up pump 1A, was not in its proper position for plant conditions. The valve was found in the closed position when it should have been open. Because the valve was closed, make-up pump 1A was increrable and restrictions of the technical specifications applied.

The pump was inoperable for about sixteen hours; continued operation would be permitted for 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> in this condition. With the reopening of DC-41A, the MU-PIA pump was declared to be operable. The matter is under review by the licensee and NRC staff and will be discussed in NRC Inspection Report 50-289/86-17.

SALP Public Meeting At 7:30 p.m. on Tuesday, September 23, 1986, members of NRC Region I management met with eight members of the public and media at the NRC's Midaletown office regarding both the recent Systematic Assessment of Licensee Performance (SALP) and the NRC inspection program at TMI-1. A summary of the latest SALP report was given, followed by a question and answer session.

NRC Staff Activities During the Period During this report period, the NRC staff consisted of the senior resident inspector, resident inspectors, and region-based inspectors. Also, on Tuesday, September 23, 1986, two members of NRC Region I management were on site, along with conducting the SALP public meeting that night.

The NRC staff at TMI-1 was comprised of the following personnel during the period:

F. Young, Resident Inspector H. Zibulsky, Safeguards Chemist On September 23, 1986, NRC Region I issued Meeting Report No. 50-289/86-18.

This brief report documents a management meeting held August 12, 1986, at the NRC Region I Office to discuss TMI-1 fire brigade training. No new violations or unresolved items were opened. The meeting addressed, in part, a violation from Inspection Report 86-01 that has been contested by the licensee.

Final disposition by NRC is pending.

Staff contacts with the media increased during this period due to the approach of the one-year anniversary of TMI-1 Restart.

Several interviews were granted by the Senior Resident Inspector, the Section Chief, and the Branch Chief.
