SUMMARY

OF SEPTEMBER 18, 1986 MEETING REGARDING HYDRAULIC STABILITY TESTING The purpose of the treeting at the plant site was to review the instrumentation, procedure and expected data for tests of hydraulic stability testing and tour the plant control room. These tests are planned to be run during startup from the first refueling outage. Enclosed is a list of the attendees. This report was prepared by L. Phillips.

Y. Balas of MP&L presented the agenda for the meeting (Attachment 1) and a proposed test plan (Attachment 2). Attachment 3 is a power-flow operating map with EXXON pre-predictions of decay-ratios of 0.60 and 0.90 indicated on the map. It was agreed at the meeting that a test objective would be measurement of the decay ratio at the five operating points indicated on Attachment 3. It was also agreed that EXXON would use the GETARS data for evaluation of the stability measurements and benchmaking of EXXON codes. Data obtained from the ORNL on-line monitor would also be available. It was also agreed that ORNL would obtain tapes of the test data as backup to GETARS and for use in an independent audit if needed. GETARS data will also be available to NRC/0RNL if needed for evaluation purposes.

Discussions concluded that measurements which indicate substantially lower measured decay ratios compared to predictions may provide a basis for early

. technical specification relief of detection / suppression requirements above 45%

flow. Further refinement of GE SIL-380 defined operating regions would-depend strongly on the demonstrated reliability and predictive results of EXXON analyses.

After the meeting, there was a tour of the control room area to review the accessibility to plant process signals needed for ORNL noise measurements.

Potential signal connector locations were chosen, pending the result of a review of wiring diagrams and signal characteristics by MP&L.
