ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-424 Vogtle Unit 1 License No. CPPR-108 During the Nuclear Regulatory Commission (NRC) inspection conducted on August 4 - 8, 1986, a violation of NRC requirements was identified. The violation involved failure to control measuring and test equipment (M&TE). In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violation is listed below:

10 CFR 50, Appendix B, Criterion XII, and the accepted quality assurance program (FSAR 17.1.12 and 17.2.12) collectively require that measuring and test equipment be controlled, calibrated, and adjusted at specified periods.

Contrary to this requirement, the licensee failed to control the use of Goldtrack automatic welders by failing to document their use on Vogtle Unit 1. Specifically, it was found that FSAR commitments to control M&TE were not complied with, in that a review of.13 automatic welder records identified three cases where welders had been issued and used which were out-of-tolerance, and further that adequate controls were not utilized to document usage of the welders: Goldtrack Automatic Welders, Model ETW-F, Pullman identification B-26-6, found to be out-of-tolerance during calibration (report dated June 3,1985); Pullman identification B-26-7, found to be out-of-tolerance during calibration (report dated August 17, 1984); and Pullman identification B-26'-8, found to be out-of-tolerance during calibration (report dated August 17,1984).

This is a Severity Level V violation (Supplement II).

Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement, or explanation in reply including:

(1) admission or denial of the alleged violation; (2) the reason for the violation if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.
