TRANSTOR STORAGE AND SHIPPING APPLICATIONS (TAC NOS. L22307 AND L22232)

Dear Mr. Fuller:

The purpose of this letter is to confirm your understanding that, due to commitments missed by BNFL Fuel Solutions (BFS), the U.S. Nuclear Regulatory Commission (NRC) must modify its review schedules for the TranStor Storage Cask and Shipping Cask applications.

On July 1,1999. BFS notified the NRC that it would not be able to meet certain commitments to supply information required by the staff to complete their review of the TranStor Storage and Shipping applications. BFS stated that the delay was required to allow it to commit sufficient resources to support Portland General Electric. On July 9,1999, BFS submitted revised dates for submitting the required information. At that time, the staff notified BFS that the revised dates would not support the NRC review schedule for those applications. On August 3,1999, BFS notified NRC in writing, that based on discussions with the staff, it understood that not providing the staff with the above mentioned information on the original schedule has adversely impacted the TranStor Storage and Shipping Cask review schedules.

In addition, BFS has not provided NRC with a completion date to resolve current issues involving the use of coatings on interior surfaces of the site-specific TranStor design cask to be utilized at Trojan Nuclear Plant. Closure of these issues is essential for the staff to assess the effects of any chemical, galvanic or other reaction between the shipping and storage cask components and contents of the general TranStor design. Therefore, the staff must also receive updates to the TranStor Storage and Shipping applications reflecting the resolution of the coatings issues.

BFS must also address other changes made to the Trojan specific TranStor design which relate to the generic TranStor design. Several design issues arose during the final months prior to issuing a 10 CFR Part 72 license to Portland General Electric. Examples of these changes include but are not limited to the hydrogen content of the neutron absorber materialin the Transfer Cask, descriptions of control components to be stored with spent fuel, and blockage of the Concrete Cask air inlets during cask movement operations. The staff expects BFS to review the final Trojan safety analysis report (SAR), the safety evaluation report and other l documents as applicable and incorporate changes as necessary into the generic TranStor design. As noted in the August 3,1999, letter, this includes technical specifications.
