Motor-Operated Valve Switch Settings In accordance with the requirements of IEB 85-03, paragraph a, Detroit Edison has reviewed the design basis for the operation of each valve requiring testing, in accordance with 10CPR50.55a(g). The results of this review are included in Table 1. Detroit Edison has adopted the basic methodology set

[ forth in reference 3 to calculate the maximum valve differential pressure. This letter is being submitted in accordance with the revised schedule stated in reference 4.

Based on the calculated maximum differential pressures listed i.

!. settings which are enveloped by our current design basis.

Those settings found to be within the design basis require no

, modifications or special tests, as our design basis for Motor Operated Valves has been compared to the as-built condition of Fermi 2 and verified during pre-operational and surveillance testing. Motor operator valves encompassed by Fermi 2's existing design basis and previously verified to be operable will be identified by December, 1986.

Keppler October 1, 1986 VP-86-0137 Page 2 For those valves whose maximum differential pressure exceeds the design basis differential pressures, new settings will be obtained from the valve manufacturer. Upon receipt of the new, vendor supplied, settings Fermi 2 procedures will be modified accordingly.

Any switch setting changes determined to be necessary as a result of the reviews described above will be made as soon as possible following verification and approval in accordance with Detroit Edison's design modification program. Settings found to be nonconservative will be evaluated to determine equipment operability in accordance with Fermi 2's non-conformance/cor-rective action process.

A valve testing program will be established to demonstrate that each required valve, for which operability has not been previously demonstrated, will operate at the established maximum differential pressure. For those valves which cannot be tested against maxinum differential pressure due to system or operational limitations, alternate test methods will be proposed. The testing program will be submitted to the IHC by November, 1987.

At the present time it appears that the testing program will require an extended plant shutdown to instrument and test the valves. Since the next extended plant outage is scheduled for the first refueling outage in March 1988, Detroit Edison hereby requests an exerption from the Novenber 15, 1987 test completion deadline specified in paragraph e.2 of IEB 85-03.

Testing will be conpleted prior to operation following the first refueling outage. Any testing which can be accomplished prior to the outage will, of course, be performed.

A written report will be submitted to the ?UC upon conpletion of the Motor Operated Valve testing program. This report will contain the informatin required by paragraph of IE Bulletin 85-03.
