Dear Mr. Denton:

Discussions with your staff have indicated the need to provide additional information with regard to Generic Le tter 83-28, " Required Actions Based on Generic Implications of Salem A'IWS Events", Item 3 1 3 and 3 2 3, " Po st-Maintenance Testing-Technical Specifications". The referenced letter provided Kansas Gas and Electric Company 's (KG&E) previous response to this topic. This letter constitutes our final response.

KG&E has reviewed Wolf Creek Technical Specifications and has identified one area in which post-maintenance testing requirements are felt to degrade rather than enhance safety. The emergency diesel generator (EDG) action statements and surveillance requirements used for post-maintenance testing as compared to manufacturer's recommendations and industry experience are felt to be excessive and may decrease the overall reliability of the system. Currently KG&E is evaluating potential Technical Specifications changes in the area of EDG start and loading requirements and will be submitting changes through the normal licensing amendment process.

As part of our ongoing program to improve Technical Specifications, KG&E participates in several Vestinghouse Owners Groups. One of these groups, Technical Specification Optimization Program (TOP) has issued WCAP 10271

" Evaluation of Surveillance Frequencies and Out of Service Time for the Reactor Protective Instrumentation System". WCAP 10271 which provides a bases for reduced test frequencies is currently being reviewed by KG&E and h

In addition, KG&E also participates in the Methodically Engineered Restructured and Improved Technical Specification Program (MERITS). If any of these programs identify improvements, KG&E will evaluate potential Technical Specification changes and process amendments.
