SAFEGUARDS EVALUAT' <J REPORT: SUBMITTAL DATED APRIL 20,1999, REVISIONS TO FUNDA!LdNTAL NUCLEAR MATERIAL CONTROL PLAN BACKGROUND ,

I By correspondence dated April 20,1999, General Atomics (GA) submitted a revision to its )

Fundamental Nuclear Material Control (FNMC) Plan. This Plan revision incorporates minor l modifications and changes in various sections to reflect current and limited activities as GA scales back nuclear operations and reduces SNM inventory under its Possession-Only License which went into effect in September 1996.

DISCUSSION GA revised its FNMC Plan to reflect present activities as the result of the SNM inventory reduction and the complete cessation of all fuel manufacturing and R&D operations involving j nuclear materials. The changes pertain to: l

- Minor editorial modifications in Sections 1, 3, and 5; Replacement of the Plant concept with the Material Balance Areas (MBAs) j structure in Section 2; and j

- Option to use a manual accounting system for SNM activities in Section 4. j The review confirmed that GA still maintains all minimal MC&A requirements for material balance, inventory, records and reports in accordance with Parts 70.51,52,53, and 58.  !

l ENVIRONMENTAL REVIEW  !

The staff has determined that the FNMC Plan revision involves safeguards plan and material accountability which are categorically excluded from the requirements to prepare a site-specific environmenta! assessment. Therefore, in accordance with'10 CFR 51.22(c)(12), neither an environmental assessment nor an environmental impact statement is warranted for this action.

CONCLUSION

!. ~ The staff concludes that the licensee's MC&A program for storing, controlling, monitoring, and

' transferring nuclear materials as described in the revised FNMC Plan !s adequate. Therefore, the former un-numbered safeguards conditions listed under Section 1.0 - Facility Organization has been deleted. These two license changes clarify that the March 1999 FNMC Plan applies to all 6 sections of the Plan. Safeguards Condition SG-1.0 has been inserted to incorporate the revised FNMC Plan.

The Operations Branch (FCOB) inspection staff has no objection to this proposed action.
