-members of my Staff, and documents the corrective actions taken by Westinghouse prior to the restart of operations in our Pellet Manufacturing Area on second shift, Tuesday, September 2, _

-1997.

The specific actions taken to bring both the granulator hoppers and moisture drop-out tanks into full compliance with our SNM license requirements are listed separately below:

, GRANULATOR HOPPER The nuclear safety analyses (CALCNOTES) were completed, and approved following the e

conduct of an independent technical review.

The criticality safety evaluation (CSE) was completed, and approved following the conduct e-of an independent technical revkw.

The hoppers on all pellet lines were visually inspected ~ to verify the presence of volume

- reducers.

The plexiglass viewports on all hoppers were replaced, to improve visibility, and sealed.

September 3,1997 Relevant chemical operating procedures (CUP's) were revised, approved and reissued.

Training was conducted for Chemical Operations (Pellet Area) personnel to familiarize them with relevant procedural changes, The powder " feed prep stackup" system, including the granulator hopper, on each pellet e

line was " walked down" to verify that the "as-built" field installation was in agreement with the design / safety basis documented in the respective CSE.

MOISTURE DROP-OUT TANKS The nuclear safety analyses (CALCNOTES) were completed, and approved following the e

conduct of independent technical reviews.

The criticality safety evaluation (CSE) was completed, and appmved following the conduct e

of an independent technical review.

4 e Procedures ROP-05-062 (gramma surveys) and RA-108 (safety significant interlocks) were revised, approved and reissued.

The Maintenance MAPCON system was updated to reflect the inclusion of the tank conductivity probes and associated interlocks as safety significant interlocks.

The conductivity probes and associated interlocks on each tank were tested to confirm functionality.

. The conductivity probe " tap" lines and drain line on each pellet line tank were visually inspected to confirm the absence of any SNM accumulations.

The tanks on all pellet lines were physically cleaned to remove all SNM accumulations.

Training was conducted for Chemical Operations (Pellet Area) and Regulatory Engineering e

& Operations, personnel to familiarize them with relevant procedural changes.

The moisture drop-out tank system on each pellet line was " walked down" to verify that the "as-built" field installation was in agreement with the design / safety basis documented in the respective CSE.
