review is now. complete and TVA is prepared to submit a revised document. However, as mutually agreed between TVA and Ron Hernan of your staff, submittal of the UFSAR amendment is being withheld pending an opportunity to f

As a result of lessons learned from Millstone, TVA performed a comprehensive review of the SON UFSAR. This review identified a number of discrepancies and inconsistencies which have been resolved. This UFSAR amendment resolves numerous duplicative entries. TVA identified information that is not appropriate to maintain within the UFSAR.

Removal of this information has acen consistent with the guidance in Regulatory Guide 1.70 and the Standard Review Plan.

Portions of this UFSAR amendment may be viewed as inconsistent with the position NRC has established in SECY-97-035. For this reason, TVA requested an opportunity to discuss the content of Amendment 13 with NRC staff. In j accordance with NRC's request, this meeting will be held upon resolution of the issues identified within SECY 035.

Please inform us when these issues may be discussed relative

' to Amendment 13 to SON's UFSAR. TVA's required update to SON's UFSAR is due within six months following the end of the Unit 2 Cycle 8 refueling outage (currently scheduled to end in November 1997).

Based upon the completion of the reviews and updates made to the UFSAR to date, TVA is considering the commitment enumerated in References 2 and 3 to be complete.
